MEMORANDUM & ORDER

GORTON, District Judge.

Pro se plaintiff Frank Enwonwu brings this civil rights action against defendants *239Drivers Staffing Inc. (“Drivers Staffing”), a staffing agency, Keith Janian, its operations manager, the Massachusetts Department of Unemployment Assistance (“DUA”) and Janet Shriber (“Examiner Shriber”), a DUA examiner and hearing officer. Enwonwu claims that the defendants conspired to deny him unemployment benefits on the basis of his race.
