[1] The district attorney of the parish of Orleans filed an information in the court of the respondent judge against the sheriff of the parish of Orleans and his deputy, in which he charged that certain commissioners of election of the parish of Orleans had been prosecuted and convicted of election frauds and been sentenced to imprisonment in the parish jail for a period of eight months beginning on April 21, 1911, and that the said sheriff and deputy had failed continuously from the said date to the 23d day of June, 1911, to keep said prisoners in jail, but had allowed them to go out of…
