The Plillsboro Coal Company, owning and operating a mine at Plillsboro, located on the switch-track of the Cleveland, Cincinnati, Chicago and St. Louis Railway Company, known as the Big Four, and within the switching district-at that place, made complaint to the Public Utilities Commission of unreasonable charges and unjust discrimination against the coal company by the Big Four in performing switching service.
