The Appellants, Les Brownlee (Acting-Secretary, U.S. Department of the Army) and United States of America, appeal the Opinion of the Court of Appeals affirming the Hardin Circuit Court’s ruling that the Kentucky Unemployment Insurance Commission (KUIC) properly awarded unemployment benefits to the individual Appel-lees.
