Appellant Carreathers brought this action in the United States District Court for the District of Colorado pursuant to 42 U.S.C. § 2000e-16 et seq., Title VII of the Civil Rights Act of 1964, as amended in 1972. The action claimed damages for discrimination on account of race. The United States Internal Revenue Service through the Commissioner was the employer, and the claim was that there was discrimination in denying him training opportunities, promotions and transfers.
