OPINION AND ORDER DENYING DEFENDANTS’ MOTIONS

This is a wrongful conviction civil lawsuit. Before the Court are three motions to dismiss, which have been converted to motions for summary judgment.1 Defendants *918assert, among other things, that collateral estoppel bars the claims in this lawsuit arising from Peterson’s interrogations and confession.
