John O’Rourke (“Plaintiff’), proceeding pro se, brings this action against the Hampshire Council Governments, as well as individual members of the Executive Committee of the Council — William R. Barnett, Eileen Stewart, Carol P. Constant, Michael P. Sarsynski, George A. Symborski, and Todd D. Ford, in their official capacities (together, “Defendants”).
