This petition challenges two orders of the Washington Metropolitan Area Transit Commission by which D. C. Transit System, Inc. (Transit) was empowered to temporarily increase certain of its fares for transportation of passengers in the District of Columbia and its Maryland suburbs. In the first order, No. 880, 1 the Commission concluded that Transit needed an upward adjustment of fares to avoid heavy financial losses during a 44-day period; and in the second, No. 882, 2 the Commission set fares eal culated to produce additional revenues in that…
