Ora Milsap brings two sets of claims in this suit. First, she has sued the Chicago Housing Authority (CHA) and its property-management contractor, The Habitat Company, for retaliating against her for participating in tenant-advocacy activities. Second, she has sued police officers who arrested her for violating a court order forbidding contact with some tenants. The district judge dismissed her claims.
