In this interlocutory appeal petitioners challenge a trial court’s order certifying a worldwide class. Dr. Fernando Hakim Daccach, the class’s representative, alleges that petitioners Citizens Insurance Company of America (CICA), Citizens, Inc., Harold E. Riley, and Mark A. Oliver (collectively Citizens) sold securities from Texas to nonresidents without complying with the registration requirements of the Texas Securities Act.…
