TJOFLAT, Circuit Judge:

On February 14, 1976, Joseph James Blake was convicted after a jury trial in Chatham County, Georgia, of the murder of Tiffany Lowery, the two-year-old daughter of Blake’s girlfriend. He was sentenced to death. After pursuing various state remedies, 1 Blake sought federal habeas corpus relief in the district court. There, Blake claimed, inter alia, that he was denied effective assistance of counsel in the guilt phase of. his trial, because his lawyer, failed to develop or present his insanity defense, and in the sentencing-phase because his lawyer failed to present…
