Veteran Willie E. Tatum appeals through counsel a January 31, 2012, Board of Veterans’ Appeals (Board) decision that denied a total disability rating for prostate cancer beyond April 30, 2002. Mr. Tatum argues that the Board misapplied 38 C.F.R. § 4.115b, Diagnostic Code (DC) 7528, when it found, inter alia, that (1) the cessation of surgical, X-ray, antineoplastic chemotherapy, or other therapeutic procedure to treat Mr. Tatum’s prostate cancer occurred in November 2001, and (2) the regulatory, minimum, six-month period for assignment of a 100% disability rating under DC…
