TRAXLER, Circuit Judge.
Pursuant to a written plea agreement, Steven Ira Cohen pled guilty to two counts of mail fraud, see 18 U.S.C.A. § 1341 (West Supp.2006), and one count of conspiracy to commit health care fraud, see 18 U.S.C.A. § 1347 (West 2000). The district court sentenced Cohen to a term of 28 months imprisonment, followed by a three-year term of supervised release, and ordered Cohen to pay $371,901 in restitution, pursuant to the Mandatory Victims Restitution Act…
