ORDER
ZILLY, District Judge.
THIS MATTER comes before the Court on the federal defendants’ motion for judgment on the pleadings, docket no. 49. The Court heard oral argument on March 15, 1996, and took the matter under advisement. The Court, having reviewed all pleadings in support of and in opposition to the motion, now GRANTS the motion.
