This bill was filed by Hugh Wilson, and sought to subject fifty shares of the capital stock of the Northern Bank of Alabama, at Huntsville, which was standing in the name of Matthews, Finley & Co., to the payment of a debt of $6,500 due to him from them.

By the constitution of the United States, (Art. I, sec. 8, subd. 4,) congress has power to establish “uniform laws on the subject of bankruptcies throughout the United States.” This power has been twice exercised since the federal government went into operation; but, in each instance, the statutes had but a brief existence.
