On April 19, 2012, pro se plaintiff, Charles V. Farnsworth, filed a complaint in the United States Court of Federal Claims against the United States1 seeking veteran’s medical and disability benefits following his service in the United States Marine Corps, along with an Application to Proceed In Forma Pauper-is.
