This is an action brought on behalf of two minor children who are citizens and residents of the United States and of the State of Minnesota and students in the public schools of the state and on behalf of 930,000 public school children of *361Minnesota similarly situated.1 Plaintiffs seek a declaration that the acts of defendant, in allegedly attempting to effect a donation and gift of “school trust lands” to the United States for use in the proposed Voyageurs National Park constitute a breach of the trust agreement between the United States and the State…
