HALE, District Judge.
The libelant was one of a crew of stevedores in the employ of Randall & McAllister, a corporation dealing in coal and engaged in loading bunker coal from its lighter, or scow, known as lighter No. 1, into the Northland, a steamship owned by, and in the service of, the International Navigation Company, Limited. The steamship was a vessel of about 5,000 tons burden, docked at one of the Grand Trunk Railway Company’s wharves, for the purpose of loading merchandise lo be carried to some foreign port.
