On January 20, 1957, the Citizens Committee of Upper Yoder Township commenced advertising in two newspapers in accordance with section 502 of The Third Class City *717Code of June 23, 1931, P. L. 932, as amended, 53 PS §35502, that petitions for annexation of the whole of Upper Yoder Township to the City of Johnstown would be circulated beginning February 20, 1957.
