Petitioners, fifty-two owners in possession of property within a certain area in the City of Fairmont, West Virginia, applied to the Circuit Court of Marion County for a writ of certiorari to review the evidence and proceedings had before the municipal planning and zoning commission and the board of directors of the City of Fairmont in the matter of an amendment of the zoning ordinance of the City of Fairmont.
