OPINION
EATON, Judge.
Plaintiff Branco Peres Citrus, S.A. (“Plaintiff’) moves pursuant to USCIT R. 56.2 for judgment upon the agency record in an action challenging the final results of the United States Department of Commerce’s (“Commerce”) eleventh administrative review of the antidumping order on frozen concentrated orange juice from Brazil. See Frozen Concentrated Orange Juice From Brazil; Final Results and Partial Rescission of Antidumping Duty Administrative Review, 64 Fed.Reg. 43,-650 (Aug. 11, 1999) (“Final Results”).
