Plaintiffs have brought this action for declaratory and injunctive relief to redress *1405alleged violations of their rights under Section 5(d)(3) of the Food Stamp Act of 1977, 7 U.S.C. § 2014(d)(3) (1982) (amended 1985), and Section 1509(a)(2)(A) of the Food Security Act of 1985, 7 U.S.C. § 2014(d)(3) (Supp. Ill 1985).
