LYNCH, Chief Judge.

Petitioner Le Bin Zhu, a native and citizen of China, seeks review of a Board of Immigration Appeals (BIA) decision denying his motion to reopen removal proceedings based on a claim of changed country circumstances. We deny his petition.

Zhu entered the United States at the Miami International Airport on June 21, 2001. As he did not possess proper entry documents, he was interviewed by an officer of Immigration and Nationality Service and detained.
