MEMORANDUM OPINION
This matter is before the Court on respondent's Motion to Vacate, Remand, or Set Aside the Order of the Hearing Officer of *20the Division of Paternity and Child Support, Virgin Islands Department of Justice. Respondent asserts that the Order of the Administrative Hearing Officer, dated January 15, 1998, is unconstitutional, because it was entered without a hearing or notice. Respondent further argues that the Virgin Islands child enforcement statute impermissibly grants quasi-judicial powers to Hearing Officer(s) in violation of the Separation of Powers doctrine.
