The plaintiff, Helen M. Petrowski, brought this action in the Court of Common Pleas of Philadelphia County against her former employers, the Brotherhood of Railway, Airline & Steamship Clerks, Freight Handlers, Express and Station Employees (BRAC) and its subsidiary, Conrail System Board of Adjustment No. 86 (System Board), and Richard I.
