We review the constitutionality of § 5.60 of the City of Long Beach Municipal Code (“LBMC” or “Ordinance”). Appellees Long Beach Area Peace Network and Diana Mann (collectively “the Peace Network”) challenged § 5.60 under the .First Amendment after the City of Long Beach (“the City”) sought payment of administrative fees associated with a march and rally held by the Peace Network on March 22, 2003.
