NEBEKER, Chief Judge:

The appellant, Kenneth E. Narron, appeals from the June 17, 1997, decision of the Board of Veterans’ Appeals (BVA or Board) that determined that an overpayment of $31,758.10 in compensation benefits was properly created, but failed to address the intertwined issue of Mr. Nar-ron’s obligation to repay the amount of the overpayment in full or in part. Rather, in its decision, the Board referred to a VA regional office (RO) for development the issue of whether Mr. Narron might be entitled to a waiver of indebtedness. Record (R.) at 2.
