Cross appeals from a judgment of the Supreme Court (Kahn, J.), entered October 15, 1990 in Albany County, which partially granted petitioners’ application, in a proceeding pursuant to CPLR article 78, to enjoin respondents from engaging in certain activities to promote and achieve approval of the New York State Twenty-First Century Environmental Quality Bond Act.
