CHASE, Circuit Judge.

This suit was brought by the Securities and Exchange Commission under the authority of section 20 (b) of the Securities Act of 1933, 48 Stat. 74, as amended (15 U.S.C.A. § 77t (b) and section 21 (e) of the Securities Exchange Act of 1934, 48 Stat. 881 (15 U.S.C.A. § 78u (e). Its object is to restrain by preliminary and permanent injunction certain alleged violations of sec*447tion 17 of the Securities Act of 1933 (15 U.S.C.A. § 77q) and of section 9 of the Securities Exchange Act of 1934 (15 U.S. C.A. § 78i).
