I. INTRODUCTION

This case is about an Indian tribe’s efforts to build a new casino. Plaintiff Red-ding Ranchería (“the Tribe”) currently operates the Win-River Casino on its eight- and-a-half acre reservation in Shasta County. The Tribe seeks to expand its gaming operations by building a second casino on 230 acres of undeveloped riverfront lands.
