OPINION

MUSGRAYE, Senior Judge:

This matter is before the court on a motion for summary judgment 1 submitted by the plaintiffs Ovan International Ltd. (“Ovan”) and BBS Automotive Group, Inc. (“Carriage House”) and a cross-motion for judgment on the pleadings filed by the defendant United States in opposition to the plaintiffs’ motion. 2 As discussed be-, low, the plaintiff Ovan lacks standing to commence this action under 28 U.S.C. § 2631 and must be dismissed from the case.
