Action Alliance of Senior Citizens (“Action Alliance”), the Gray Panthers, and Lucy Carolyn Loveall (together, “Plaintiffs”) bring this action against defendants Charles E. Johnson (“Secretary”) in his official capacity as Acting Secretary of the Department of Health and Human Services (“HHS”) and Michael J.
