Asociación de Compositores y Editores de Música LatinoAmericana (“ACEMLA”) petitions this Court for review of a final decision of the United States Copyright Royalty Tribunal (the “CRT” or “Tribunal”) awarding ACEMLA one dollar in cable television copyright royalties for the year 1985, see 1985 Cable Royalty Distribution, 53 Fed.Reg. 7133 (1988).
