RESTANI, Judge:
Plaintiff-Appellant Fane Lozman (“Loz-man” or “Appellant”) appeals from the district court’s dismissal of his amended complaint asserting, inter alia, violations of his Constitutional rights, based on the Rook-er-Feldman doctrine 1 and res judicata principles. For the following reasons, we reverse.
