I. BACKGROUND

A. State Proceedings

Late during the night of November 12, 1980, Frederick Lacey, R.C. Pettigrew and Richard Holliman were kidnapped, robbed, and shot to death execution-style near a viaduct in Chicago, Illinois. In March of 1981, Roger Collins, William Bracy, and Murray Hooper were indicted and charged with armed robbery, aggravated kidnapping, and murder of the three victims.
