I. INTRODUCTION

The plaintiff is a former Washington Metropolitan Area Transit Authority (‘WMATA”) engineer who worked on projects with outside contractors. He alleges that Peter Kaputsos, an employee of one of these contractors, continually harassed, threatened, and maligned him with his superiors, engaging in defamation, and tortious interference with contract resulting in a constructive discharge.
