KILKENNY, District Judge:

We have for consideration the validity of certain subpoenas duces tecum issued by the Secretary of Agriculture under the provisions of the Packers and Stockyards Act, 7 U.S.C. § 181 et seq. Four actions are consolidated on this appeal. In two of these actions, defendants applied for orders quashing the service of the subpoenas; in the other two, the United States petitions for enforcement. After a hearing, the district court held that, except as to certain documents, the Secretary was not entitled to the information sought, denied enforcement and ordered the subpoenas…
