MEMORANDUM OPINION

BRITT, Chief Judge.

This matter is before the court on motion by defendants for summary judgment. The parties have fully briefed their contentions and, it appearing to the court that oral argument would not aid in the decisional process, the matter is ripe for ruling. The court finds that there is no genuine issue as to any material fact and that defendants are entitled to judgment as a matter of law. Accordingly, for the reasons *509hereafter set forth, the motion for summary judgment will be granted.
