Appeal from a judgment of the Supreme Court (Mugglin, J.), entered January 28, 1992 in Delaware County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review a determination of *594respondents denying petitioner’s request for emergency assistance benefits.
