Plaintiff Ken Hammer (“Hammer”) appeals from an order entered in the United States District Court for the Western District of Missouri 1 granting summary judgment in favor of Defendants the City of Osage Beach (“the City”) and the City’s Mayor, Jim Schneider (collectively “Defendants”).
