This is an interlocutory appeal of an order overruling the State Office of Risk Management’s second plea to the jurisdiction. Linda Rodriguez appealed a worker’s compensation claim to the district court from the Texas Department of Insurance-Division of Workers’ Compensation. She asked the district court to review the Division’s determination that she reached maximum medical improvement on June 30, 2000 with an impairment rating of 5 percent.
