This is an appeal by the Yellow Cab Company of Providence, a corporation, hereinafter referred to- as the appellant, from a decision of the Public Utility Hearing Board granting a certificate of public convenience and necessity to two individuals doing business as partners under the name of the Laurel Cab Company, hereinafter termed the applicants, authorizing them to operate four taxicabs in the city of Providence.
