CHAPMAN, Circuit Judge:

Robert Roosevelt Woods appeals his convictions on eighteen counts of mail fraud under 18 U.S.C. 1341. These charges arose out of the operation of a United States Department of Agriculture sponsored child feeding program operated at the Walling-ford United Presbyterian Church in Charleston, South Carolina. The Appellant was the pastor of the church and responsible for the administration of the program. He was also a member of the South Carolina House of Representatives.
