THIS MATTER comes before the court on a Motion for Summary Judgment by Defendant Secretary of Health and Human Services. Plaintiff Reginald Holt brings this action against Defendant Secretary for the recoupment of Social Security benefits which were misused by Plaintiffs representative payee, Billy Stewart.
