THIS CAUSE is before the court on appellant Metropolitan Dade County’s (“the County”) appeal from the Bankruptcy Court’s order denying the County’s motion for rehearing of confirmation of Debtor Kenneth .Ross’s (“Debtor or “Ross”) amended Chapter 13 Plan. After careful review of the County’s Initial Brief, Ross’s Answer Brief, the County's Reply Brief and the relevant law, and after hearing oral argument on April 22, 1992, it is hereby
