OPINION

ANDERSON, Justice.

Appellant, the Texas Department of Public Safety (DPS), appeals from a final order of the county court at law reversing an administrative order authorizing suspension of appel-lee’s, James Louis Monroe’s (Monroe), driver’s license. In four points of error, the DPS contends the county court at law improperly reversed the administrative decision to suspend Monroe’s license because: (1) the administrative record was not presented into evidence in the county court, as required by statute; (2) the administrative law judge properly denied Monroe’s motion to dismiss the…
