{¶ 1} Appellants, Vincent Prindle and Vickie Prindle, appeal the judgment of the Trumbull County Court of Common Pleas in favor of appellee, The Board of County Commissioners ("the county"), denying appellants' complaint for a writ of mandamus. At issue is whether the trial court abused its discretion in denying the writ and in finding that appellants failed to present clear and convincing evidence of a permanent taking of access rights to their property.
