DECISION AND ORDER
MARRERO, District Judge.
Plaintiffs (“Plaintiffs”) initiated this supplemental turnover proceeding against Orascom Telecom Holding S.A.E. (“Oras-com”) seeking a judgment and order directing Orascom to turnover and pay to Plaintiffs any funds in its possession that are due and owing Plaintiffs judgment-debtors, the Palestinian Authority (“PA”) and the Palestine Liberation Organization (“PLO”).
