delivered the opinion of the court:. This is an action brought by appellee, Saline Branch Drainage District, against appellants, Urbana-Champaign Sanitary District and the commissioners thereof. The prayer of the complaint was that a writ of mandamus issue compelling the sanitary district to pay a drainage assessment, alleged to have been, authorized and confirmed by the county court of. Champaign county in 1935.
