GANEY, District Judge.

This is a petition for a writ of habeas corpus.

Pursuant to the authority conferred upon him by the Alien Enemy Act of 1798, 1 the President of the United States on December 7, 1941, issued Proclamation No. 2525, 2 which concerned Japanese alien enemies. Following this proclamation, the relators were placed in various zones within the continental limits of the United States. On July 14, 1945, the President of the United States issued Proclamation No. 2655, 3 known as the Alien Enemy Removal Proclamation, which provided, in part, as follows :
